First Street, Merrill, WI 54452 Facility Where Discharge Occurs: Merrill WWTF, 2606 Sturdevant Street, Merrill, WI Receiving Water And Location: Wisconsin River within the Prairie River Watershed in the Upper Wisconsin River Basin in Lincoln County Brief Facility Description: The City of Merrill Wastewater Treatment Facility is an activated sludge facility which consists of mechanical screening (removes debris) with bar screen backup and grit removal via an aerated grit chamber. It includes three primary clarifiers where solids are allowed to settle. Flow then enters two aeration tanks where it mixes with activated sludge which breaks down the organic matter. Activated sludge is composed of settled solids containing naturally occurring bacteria recycled from the treatment system. The water is then pumped into two final clarifiers where remaining solids are settled out. Alum is added following primary clarification to facilitate the precipitation of phosphorus. Some of the sludge is returned to the head of the aeration tanks to re-seed the new wastewater entering the tank while the rest of the sludge is sent to waste. The settled solids (sludge) from the system that are not used as activated sludge are removed, thickened, and treated by bacteria and organisms through anaerobic digestion; reducing harmful pathogens to safe levels. Water is removed from the sludge via a belt press before it is landspread on Department approved agricultural sites. The wastewater is seasonally disinfected (May – September) via chlorination and then dechlorinated via sodium bisulfite. Caustic soda is added for pH adjustment. Effluent is discharged on a continuous basis via Outfall 001 to the North bank of the Wisconsin River, approx. 1.1 miles downstream of Center Ave. Summary of Proposed Changes: 1) Changes to the influent monitoring requirements are as follows: changed flow rate sample type to Daily; changed BOD5 and CBOD5 sample type to 24-Hr Flow Prop Comp; removed hexachlorobenzene monitoring; and reduced BOD5 sample frequency to monthly. 2) Changes to the effluent monitoring requirements are as follows: fecal coliform monitoring and limits have been replaced with Escherichia coli (E. coli) monitoring and limits; decreased the mercury variance alternative effluent limit to 8.5 ng/L as a daily maximum (from 9.85 ng/L) and updated pollutant minimization program (PMPs) throughout the permit term; addition of TMDL-based effluent mass limits for total phosphorus; addition of monthly effluent monitoring for one year for ammonia nitrogen and copper; addition of PFOS/PFOA monitoring at a frequency of every other month in accordance with s. NR 106.98(2), Wis. Adm. Code; updated the monitoring quarters for the acute whole effluent toxicity (WET) testing; and removed hexachlorobenzene monitoring. 3) Changes to the land application monitoring requirements are as follows: the year in which PCB monitoring is required has been updated to 2026; and addition of annual PFAS (PFOA + PFOS) monitoring pursuant to s. Project Description: The existing project consists of a 240-foot-long dam that includes: (1) a 90-foot-long earth section faced with steel sheet piling; (2) a 50-foot-long concrete section with three 12-foot-long Tainter gates with a crest elevation of 771.28 National Geodetic Vertical Datum of 1929 (NGVD 29) when fully open; (3) a 29-foot-long, 56-foot-wide powerhouse that includes an intake structure and a 210-kilowatt vertical Francis turbine-generator; and (4) a 71-foot-long earth section faced with steel sheet piling. The dam creates an impoundment with a surface area of 253 acres at a normal pool elevation of 770.2 feet NGVD 29. From the impoundment, water flows through the powerhouse to a tailrace that empties into the Waupaca River. The generator is connected to the regional electric grid by a 4.16-kilovolt (kV) underground generator lead line and a step-up transformer. Project recreation facilities include a hand-carry boat portage route and a hand-carry boat put-in site approximately 150 feet downstream of the dam. The current license requires the licensee to operate the project in a run-of-river mode, such that outflow from the project approximates inflow and the surface elevation of the impoundment is maintained between 769.95 and 770.45 feet NGVD 29. The minimum and maximum hydraulic capacities of the powerhouse are 35 and 229 cfs, respectively. The average annual generation of the project was 1,385 megawatt-hours from 2017 through 2023. Wiscons8 proposes to: (1) continue operating the project in a run-of-river mode and maintaining the impoundment elevation between 769.95 and 770.45 feet NGVD 29; (2) replace the existing turbine runner (“from a Leffel 36z to a Leffel 36s”) to improve turbine hydraulic efficiency; (3) install a new programmable logic controller to ensure compliance with run-of-river operation, including automation of the Tainter gates when inflow is greater than the 229-cfs maximum hydraulic capacity of the turbine; and (4) continue maintaining the project recreation facilities. o.
